When faced with a situation like this, my go-to solution is to scrutinize from all angles to figure out what’s really going on.

First, look into how you’re serving them.
Sometimes we get all caught up with keeping the community busy without considering if it's making a real impact on our members.
Engagement isn’t just about the activities and the common metrics, it extends to how well your members are served as they participate in these actions. ‘Cause let’s face it, we’re all selfish and if something isn't adding value or pushing us towards our goals, we won't care so much about it.
So, evaluate your efforts with these questions
Who are your community members when they join?
Who do they aspire to be?
What do they need to reach that aspiration?
Then, zero in on a handful of programs or content that you can implement to support their journey.

Second, consider the platform.
After the evaluation above, if everything you’ve discovered is what you’re already providing for them, then you have to dig into your members’ demographics and habits. By looking into this, you may find that the platform is where the issue is stemming from - maybe it’s not a part of their daily routine.
And so from what you’ve gathered, where do they usually hang out and how can you take your community to them there?

Third, talk to them!
This option is very effective since you’re not just assuming here but hearing from your members directly.
Reach out to them individually, send out a survey, and chat with the regulars. Find out why they are not as active and what they’d want or prefer. Let their responses guide your findings from the first and second steps.
With these 3 steps, you will figure out why members are not active and come up with some solutions. And if you’ve done all yet it still feels a bit slow, remember these;
A quiet community doesn't necessarily mean it's failing, especially if the key metrics are adding up.
It's okay to let it breathe; communities don't have to be hyperactive all the time. But keep an eye on the quiet – don't let it go on for too long.
It’s important to consider what's happening in your members’ world- holidays, world event, etc. Let this direct your approach to your strategies.
